    This is a Litton Simmer Pot, or a clay(terra cotta) Dutch oven.  It is in very good condition and doesn't seem that it has been used much.  The bottom part is glazed with a shiny coating.  Please see all the pictures as they are the best description.  Let me know if you have questions.
